When water is actively flowing through a crack or penetration, no membrane or sealant will bond to it. Hydraulic cement — sometimes called plug compound or instant set mortar — is the chemistry that solves the problem. Mixed by hand in small batches, it begins to set within 60 seconds and reaches full plug strength in three to five minutes, expanding slightly as it cures to lock itself into the void.
Once the leak is stopped and the area dries, you can return with the appropriate negative-side or positive-side waterproofing system to make the repair permanent. Hydraulic cement is the first responder, not the final fix — but without it, there is no fix.
